The Parliamentary Development Project II (PDP II) - implemented for USAID by the John Glenn School of Public Affairs at the Ohio State University (OSU) working under subcontract to Indiana University - sponsored an in-country learning program that began in 2008.

 

Forty participants from the Supreme Court, ministries, Verkhovna Rada expertise departments, and other official bodies traveled to Mukachevo, Ukraine. During several days of working sessions, they sought to learn and adapt the Problem-Solving Method for use in Ukraine and to design laws on a variety of topics, including ecological protection.

 

In 2009, PDP II's Tetyana Fuley joined ICLAD in residence for a workshop to develop a manual on legislative problem solving adapted to Ukrainian institutions and lawmaking processes and including practical applications.

 

The project continued in Kyiv in 2010, when ICLAD staff met with PDP II staff and a number of experts and activists involved in adapting problem-solving techniqes for Ukrainian use in the Cabinet Ministries, the committees and expertise departments of the Verkhovna Rada, and other official bodies. Through these meetings and focus groups, the need became clear for a two-part approach to using the problem-solvinng method in Ukraine, and work continued to finish a manual on developing and assessing laws and normative legal acts. The manual provides tools and strategies and applications for practical use, and PDP II has continued to develop training materials and conduct trainings on the adapted Ukrainian Modern Legislative Method.
