As a Buddhist monarchy, the country confronted unique challenges in strengthening the rule of law. The UNDP-sponsored Good Governance Program focused on non-arbitrary rule making and rule-of-law strengthening, aiming in part to alter the past policy of ousting Nepalese from tropical southern areas where they had established farms and enterprises for over half a century.

 

The UNDP-sponsored in-country learning program, conducted in conjunction with Boston University School of Law, sought to strengthen the connection between the rule of law and legislation drafting. Participants included twenty-five ministry and parliamentary staff members, including judges, lawyers, and senior officials.
