Distance Course on Legislative Drafting for Democratic Social Change

FINAL DRAFT OF RESEARCH REPORT AND BILL DUE AT END OF TERM.

Please mail the final version of your draft bill and report to
the course participants on or before the last day of the term.

Note: Remember that you never ‘finish’ drafting a bill; as the French poet Verlane said about a poem, you finally get to a point where you just abandon it. On or before the last day of the term, hopefully, you will feel ready to ‘abandon’ your drafts and, for the purposes of this course, you will have finished them.

Next Steps: To help ensure that your efforts also make some contribution – no matter whether large or small – to fostering good governance and development in your country, you should submit your drafts for further analysis and discussion by your colleagues and, ultimately, to an appropriate law-making institution or non-governmental organization. As a minimum, others may learn from your efforts to use legislative theory, methodology, and techniques to design a law that – grounded on facts and logic – will help resolve the problem you tackled. More than that, their review and discussion may contribute to enactment of legislation that helps to resolve the social problem your bill addresses. Beyond that, your efforts may stimulate wider discussion of how to design laws likely to prove more effective in advancing democratic social change

After Completing This Course: We would appreciate it if you keep us informed about your further efforts to use law to resolve your country’s social problems. With your permission, we will gladly post whatever you send us on the course website so that others, too, may learn from your experience.
