Lesson objectives for this week
The remaining two sessions of this course are dedicated to drafting for good governance and the rule of law.
You will recall that there are two characteristics of good governance: effective government and non-arbitrary decision-making. Non-arbitrary decision-making has four elements: governance by rule, accountability, transparency and participation.
The objective this session is to learn more about strategies to promote participation. Next week we consider the remaining characteristics of non-arbitrary decision-making: governance by rule, accountability and transparency.
Assignments

B Study Guide, and email your
responses to the course participants.
- E-mail to your editor a statement indicating the sections of
the bill that expressly or by implication require or permit an
official to exercise discretion, and explain how your bill limits
that discretion.
- Discuss with your group the best ways to ensure appropriate
kinds of participation, transparency, and accountability in the
law making process.
- Revise your draft provisions relating to transparency and participation
in light of this week’s B-Stream materials, and email the
revised provisions to the course participants.
- Optional: E-mail your comments, questions, or suggestions relating
to participation, transparency, or accountability to the course
participants.
