ICLAD's Executive Director, April Powell-Willingham, served as Director of the Constitutional Law Advisory Project for NDI. This project arranged for constitutional law experts to meet with the constitutional drafting committee and provide them with information about other nations' constitutions, and their social impacts. ICLAD's Co-Presidents, Ann and Robert Seidman spent July, 2005 in Iraq, where they explained their methodology for constitution making. Bob formulated this methodology while drafting the original draft of the Namibian constitution. April had Bob's constitution-making methodology translated into Arabic, and circulated it among the Constitutional Committee members. This methodology stresses begining with a social problem, explaining the behaviors that constitute the problem, and devising a constitutional provision that will move towards the solution of the problem. ICLAD's Director of Capacity Building, Sara Johnson-Steffey, spent six months in Iraq during 2005 as a Senior Program Officer. Sara's primary responsibility was to provide organizational assistance for NDI, but she also had the opportunity to lead a workshop on the problem-solving methodology. During the summer of 2005, ICLAD had eight interns in Boston, and five in Minneapolis. ICLAD's interns spent the summer researching the Iraqi situation and framing Iraq's challenges in terms of social and behavioral problems. The interns' efforts provided in-field personnel with background information on the Iraqi situation. ICLAD's interns also conducted research into the influence that various constitutional forms have had on the relationship of ethnic minorities, women, the poor and the military to their government.
