Guyana

An NDI-sponsored two-week workshop was held in January, 2003. At this workshop, 20 Ministry of Justice drafters and Parliamentary staffers drafted bills on Private Security Services, Forest Management, Engineering, the Professional Code of Ethics and Registration.

To the best of our knowledge, Guyana has not institutionalized an on-going, in-country legislative strengthening program. However, Guyanese nationals have participated in ICLAD's Distance Course in 2004 (when a group of Guyanese lawyers worked with community groups to draft a research report and bill to reduce the incidence of sexual offenses), 2005 (a Guyanese national was drafting from Barbados) and 2006 (Dr. Marilyn Morris is drafting a bill to increase community input into, and improve the coordination of, national economic development efforts).

We hope to build upon this on-going interest in the problem-solving theory and methodology, and this apparent need for legislative drafting trainings, by working with our Guyanese colleagues to develop a regional program on legislative drafting in the near future.
